Design of new Buffalo EOC building unveiled The design plans for the new Buffalo Educational Opportunity Center building have been unveiled. The new four-story Buffalo Educational Opportunity Center, first announced in 2007, will be built in downtown Buffalo. Construction is expected to begin in August 2010 and be completed in 2012.
